Job Description and Duties

Under the general direction of the Assistant Bureau Director, the incumbent will serve as one of two Section Managers for the Tax Account Resolution Section. Working through Administrator II’s and Administrator I’s, the Section Manager will plan and direct the activities of collection teams within the Personal Income Tax Manual Process (PIT MP) Collection Teams at the Compliance Representative and Senior Compliance Representative levels. The collection team's activities include proactively resolving delinquent accounts by locating and contacting the delinquent taxpayer and/or locating assets and taking involuntary collection actions. The activities may also include responding to taxpayers and third parties that call or write in response to automated collection notices. As a part of the Accounts Receivable Management (ARM) Division Leadership Team, the incumbent is responsible for identifying issues and trends that impact the Division and for collaborating with peers throughout the Division on issues and/or decisions that may impact their program areas.

Working Conditions

This position is eligible for limited remote working within California based on departmental guidelines and operational need. Once training is complete, FTB has a minimum in-office requirement of four days per week for all positions including those that are eligible for telework.

  • Knowledge of budget, business planning, and legislative process.
  • Knowledge of collection workflows, strategies, and reports.
  • Knowledge of the procurement and contractual process.
  • Knowledge of Change Management principles.
