About this Role

Under the direction of the Staff Services Manager III, Assistant Chief,  Selection Services Program, the Associate Personnel Analyst, Examination Consultant, acts in a lead capacity over the validation and maintenance of complex personnel selection and examination projects. The incumbent will provide technical expertise as it pertains to examination development, programming, validation and troubleshooting, using a variety of technological platforms, advanced research, examination modalities, methodologies, statistical techniques, and principles. The incumbent will provide examination consultation and technical assistance, policy guidance, and interpretation of the State Personnel Board (SPB) selection laws, rules and regulations to state department selection staff, state employees, and rarely, the public.

ffective January 01, 2026, the Generalist Consolidation will impact these two classifications: the Associate Personnel Analyst and the Staff Services Analyst, resulting in a title change and probationary period change.
  • Associate Personnel Analyst – retitled to Analyst II and the probationary period will be 12 months.
  • Staff Services Analyst – retitled to Analyst I and the probationary period will remain at 12 months.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Selection Laws, Rules, Policies, Procedures (LRPP) – The successful Examination Consultant seeks to develop their knowledge, understanding, and practical application of the State of California’s legal infrastructure for personnel selection. This includes, but is not limited to, the Government Code, California Code of Regulations, the Selection Manual, Selection Analyst Cohort Training, and other relevant policies and procedures.

Additionally, the successful Examination Consultant actively pursues development in the following areas:

  • Communication skills – clear, concise, timely, and professional verbal and written communication, stakeholder collaboration, presentation skills, and meeting facilitation skills
