Job Description and Duties

Under the administrative direction of the Deputy Secretary for Administrative Services, the Assistant Deputy Secretary of the Human Resources Branch (HRB) has the responsibility for human resources policy formulation and implementation and full management responsibility for the Department-level statewide human resources program. The statewide program is inclusive of staff in headquarters, field, and regional offices as well as eight Veterans Homes. This position oversees all aspects of personnel management; exams, selection and recruitment; classification and compensation; administrative training and staff development; payroll, benefits and transactions; conflict of interest; award and wellness programs; workers compensation; return to work program; reasonable accommodation, health and safety program; labor relations; performance management; California Department of Transportation drug testing; employee orientation; and all other programs tied to the Department’s human resource management.

The Veterans Homes are 24/7 long-term care facilities with complex staffing requirements; thus, the incumbent may be required to travel statewide and/or work irregular hours. Regular and consistent attendance is critical to the successful performance of this position due to the heavy workload and time-sensitive nature of the work. The incumbent routinely works with and is exposed to sensitive and confidential issues and/or materials and is expected to maintain confidentiality at all times.

Statement of Qualifications

The SOQ serves as documentation of your ability to present information clearly and concisely in writing.  The SOQ factors must be addressed and numbered in the same order as listed; do not consolidate responses.  The SOQ must be no more than three pages in length, typed, using 12-point Arial font on standard letter-sized paper with 1-inch margins.

1. Describe your experience with responsibility for implementing personnel management programs and policies that exemplify leadership, sound judgment, problem solving, and accountability. This experience must be for at least 3 years in an administrative or executive capacity at least equivalent to a Staff Services Manager II.

2. Describe your experience in your ability to gain the confidence and support of executive leadership by effectively communicating complex information, including development of written materials in advance of presentations.

3.Describe your experience organizing and directing multi-level staff including your knowledge of training, staff motivation, recognition, and progressive discipline. 

4. Describe your experience fostering a positive team environment, coaching, and mentoring staff to ensure their peak performance and a cohesive team.

5. Describe the work environment that you developed for staff in your current position.  What are the key characteristics of how you helped create an environment where different perspectives are valued, encouraged and supported?
